Players
may transfer from team to team by completing the Player Release form and
acquiring the appropriate signatures.
Free
movement from January 1 through April 2 is based on completion of the appropriate
forms, satisfaction of any obligations, financial or otherwise, to the team
being vacated, and the final approval of the board, with everything being done
prior to April 2. After that, however, the manager of the team being vacated
may refuse to release the player. Manager must file a letter with the Board,
citing his reasons for refusal, and the player may appeal to the NEORH RH
Governing Board for relief no later than April 11, after which time no further
transfers will be permitted for 2008.
